My solution is, and match referee to make a decision as to whether special circumstances can apply, at regulation stumps each day Captains of both teams are fined $200 per over that are short of the required 90. Team members are fined $100 per over short.
Based on Day one of this match fines would be $2400 for captains and $1200 per team member. Only 78 overs had been bowled by regulated stumps.
Remaining overs still to be bowled regardless of time taken to bowl dependent on light.
Reckon this would speed up the day once players get hit in the hip pocket.

That will never happen. The players would simply refuse to play tests.
