OK so will be sending out votes for 5 Rule Changes as Follows based on discussions so far and one rule for Anzac Day weekend:

Note with the exception of the Anzac Day Round Rule Changes will apply to 2019 season.

Rule Change 1:
Priority Picks::
Existing Rule is:
Teams winning 2 or less games per year to receive priority pick after pick 2 in National Draft with teams winning 4 games but more than 2 games receive additional picks at conclusion of Round 1. Tanking will not be tolerated and will result in forfeiture of Round 1 pick as well .
Vote 1
a) No Change
b) Teams with less than 4 wins year 1 will have priority picks at end of Round 1 of National draft and if they also have less than 4 wins in year 2 then they will receive priority picks at start of National Draft.

Voting Results
a) 6 votes
b) 8 votes
b to be implemented.

Rule Change 2:
Trades Committee:
Existing Rule:
5.4 Where any coach feels that the decision of the administrator is incorrect or unfair, they may appeal the decision to the Trades Committee.  The Committee will review the decision, and have the power to confirm or over-rule the decision made by the administrator.  They will then provide feedback to the coaches involved.

5.5 The committee will consist of 3 members, not currently affiliated with the competition, who are deemed to be impartial.  The administrator will be charged with appointing the committee and ensuring they remain active.
Vote 2
a) No Change
b) Administration will rule on all trades and should 5 coaches object to the decision of Adminstrator then trade will be sent to a vote of all coaches. Coaches will have 5 days to object to decision.

Voting Results
a) 7 votes
b 7 Votes
As result is tied Admin have discussed and used casting vote to vote b so this will be the rule in force for next year

Rule 3:
Trading future picks.  We currently have no rule regarding this.  So basically a vote will be yes no and if vote is yes we will need to develop further rules.
Vote 3 To allow future years picks to be traded
a) Yes
b) No

Voting Results
a) 4 votes
b) 10 votes
So no change

Rule 4:
Change Positions when Ultimate Footy change them.
Current Rule: Player Positions are locked at start of season
Vote 4
a) No change
b) Change when Ultimate Footy do

Voting Results
a) 8 votes
b) 6 votes
So no change

Rule Change 5
Trading Movements:
Existing Rule: There will be two trade periods per season, one before the drafts, and one after. Teams are entitled to 15 Player movements over the 2 trade periods.
Vote 5
a) No Change
b) 20 player movements over the 2 trading periods.
c) Unlimited Trade movements.

Voting Results
a) 3 votes
b) 7 votes
c) 4 votes
So for next trade period movements will increase to 20

Rule for Anzac Day Round:
Vote 6
a) Have a full rolling lockout for the Round with C and VC locked at Bounce of Friday Game with no loopholing allowed.
b)  Captains and VC's and players up to Sunday locked at Bounce of Friday night game with Melbourne, Richmond, Collingwood and Essendon players locked on the morning following announcements of teams for their matches. No loopholing allowed,

Voting Results
a) 6 votes
b) 8 votes
So b will apply for Anzac Round.

Ringo

Remember voting closes midnight Sunday. Also remember not voting is a strike against your team,

Teams still to vote: Grope Lane Giants (Rids), Huddersfield Hawks (JBs-Hawks), Leeds Leeches (Hawka), Manchester Magic (Torpedo 10), Winchester Werewolves (Rusty00).

Please vote ASAP as all votes at the moment do not have a clear majority,

Voting results updated. Owls and Hawks did not vote and now have 1st strike.

Topic is also unlocked for any further discussions on rule changes.

Ringo

Thinking of this rule change for next season and comments welcome.

Spend a fair amount of time checking teams to UF and at times miss some due to changes.

Proposing for next year that teams be lodged in UF prior to bounce at first game and that sets your team for the round.
Advise the following in the match round thread so as to make the necessary adjustments at conclusion of round.
1) Any OOP positions you are using.
2) Emergency order if not keeping with Def, Mid, Ruck and Forward.
3) In cases of Partial lock out - Any changes after the 1st lockout.

Nige

Rather not take basically the forum element away.

If we're using UF first and then the forum, it takes away basically the only activity here.

And personally, it's easier to get on here and name a team than it is on UF, but maybe that's because I've got teams in other comps and have a process where I just name all my teams here one after the other.

The rule being proposed is iirc what we had like two seasons ago and then we changed it last year to what we're doing at the moment, could be wrong on that though.

Anyway, point being that the focus on UF should be for the scores, not the naming of teams.

Rids

I also think that it is important that the XV comps stay on here. UF is an awesome little tool to make life easier for people when it comes to tracking the games in progress and working out final scores etc. But at the end of the day, it is only used during the season proper. All drafting and trading etc occurs here and should stay that way.

People should always be logging in anyways to make sure the team they post here is correct to the team that has been updated/amended on UF for any mistakes etc imo.

Ringo

OK so how about a slight amendment and feel this may be a little better.

Teams to be lodged in thread and encouraged to update in UF. Existing rules applying to Partial lockouts.

Failure to name a team you will be given the team currently in UF rather than last named team in threads.

Ringo

Posting this here so I do not forget as rule will not apply until next year,

Each year one of my major griefs of this competition is ruling on trades and each year there are objections etc which are part and parcel of the comp.

Previously we have had an independent trade committee to review trades that Admin had ruled on and over rule if necessary.  Problem with this was that the committee were outside British and seen to be not over our competition.

This year we changed rules to have Admin rule and if 5 coaches objected to the rule would be sent for vote. Whilst we are still in the trade period there appears to be some problems with this as well when a trade is rejected.

So been thinking about how to tinker with this to take some of the heat of admin and here is my suggestion for next year.
Monday weekly confirmed trades for the previous week are posted in the OP.
Coaches have till Friday to PM Admin any objections to trades posted.
If less than 4 coaches object trade automatically passed.
If 4 coaches or more object trade is put to vote of all coaches with outcome deciding fate.

Please feel free to offer any other suggestions.

Rids

I think that it should never go to a coaches vote ever. Coaches will always vote with bias to their own team.

At the end of the day, the admin need to trust the coaches enough to allow a trade to pass if the extra reasoning that was requested is fair and reasonable. A trade should never be negged over a few spots in a draft or the addition/removal of a late pick. Trades do not need to be even and hindsight says they never are.

When did we actually vote on increasing list sizes

Ringo

Was not officially voted on but consensus was to increase list to 47 in line with AFL Lists.
Can do a vote if you wish though.
Agreement was 4 Rounds of National Draft and use Supplementary Rounds after the 3 Rookie Rounds to bring lists to 47.

Had a coach ask if it was official yet, hence the question. Couldn't find the discussion.
