They have their own criteria which I can't find now but it is scandalous that 2nd highest scorer cannot get a least 1 point.

Depends by how much they were the second highest scorer by.

Neale got 16 more points than Cotch one week and Neale got 1 vote and Cotch 2. So my guess would be it is something simple and winning teams get a % (10% maybe?) bonus to their score when calculating votes

What was wrong with it this week? In our match-up, the top 3 point scorers got the top 3 votes in order. Isn't that what you wanted?

It is not at all consistent with what they have done in previous weeks.
