SC Draft Problems??

Has anyone else had problems setting up a SC draft league? No matter what I do, people can't seem to join. Have used the code to invite people, also email invites via the draft league, and also tried setting to to both public and private. Had a few people join the league but still spots left that no one is able to get into. Can anyone offer any advice on this?
