If anyone is poised to take advantage of the lack of substitutes in 2016 it is Billy Hartung. Once again in 2015 he was relegated to the green vest many times but still proved he was considered best 22, playing 18 games for the season. Billy managed to push his average up 15 points but the potential is still there for much greater improvement given his unvested average was 81.3. Obviously there is some question mark about his current ability to consistently play full games and score well. There's also that little issue of only averaging a very sorry looking 1.2 tackles a game.
If the idea of fantasy is to pick players who will rise in value then there's no reason not to select Hartung. The difficulty comes in deciding if his price rise will be substantial enough to warrant the initial outlay, while also factoring in the value of the trade you would eventually need to use upgrading him. He would certainly be a more appealing bet than a high priced first round draft pick. If you're in the market for a midpricer you could do worse than Hartung.

I like Hartung, without the sub rule next year I think your prediction of 75-80 is definitely achievable. Could easily find his way into my team next year.
What's his worst vest-free? 55? That alone for his surely low price is acceptable, and with such a high ceiling,
the kid can only get better with opportunity.
