I'm presuming it would work like AFL, with the teams getting bulk picks.
Or maybe a poaching system of some kind.

Each team picks 5-10 players to be off limits.
Expansion teams then get to poach a player from each list.

yeah, it would be something like that- I'd lean towards 5 untouchables... if it's 10, then the expansion team will be scraping the barrel.

Euros. We only have 14 sides atm. So it was proposed 2014 and 2015 it increases.
