Is rising star less than 21? or 21 years or less? Long story short, is bonner eligible?

An update for Rds 2 & 3.  Op 2 has been updated with all players eligible for the Rising Star award,

Rd 2 Winner Tom Doedee (Nottingham Hoods) with a score of 173
Rd 3 Winner Tim English (Grope Lane Gaints) with a score of 154.

Runner up for both weeks again was Alex Witherden. Surely he will get a nomination soon.
