Player locks in reverse

I tend to build my squad in reverse except the top player locks.
So who are the locks for the lower end of the scale. I don't count cash cows as reverse player locks. Usually anyone over 300,000 is too much to be considered as well. Except rucks cos there a pain in the butt to find one under 300,000 to earn u any sort of points.
If people have loaded a specific area of there team, name two in the area you have budgeted in.
